Broadway in Kingston closed during military exercise

On Saturday morning, the New York National Guard conducted a joint training exercise with civilian emergency responders, in a mock catastrophe along Broadway in Kingston. Several blocks were closed off in all directions from the vicinity of Henry and O’Neill Streets.
The operation surrounded a hypothetical “dirty bomb” explosion at the Kings Inn — a former welfare motel and urban eyesore, demolished two week ago by the Guard’s 204th Engineer Battalion. “Part of the building was left standing,” said Ulster County undersheriff Frank P. Faluotico, to save taxpayer dollars. “This was done purposefully,” he noted.
Under the drill, local emergency workers answer a routine call, gradually escalating their response until radiation is discovered and military forces are called to assist. Volunteers from Kingston high school portrayed casualty victims. Nearly one thousand people were involved.
“No one should be alarmed,” assured Kingston police chief Egidio Tinti. “The scenario is based on a terrorist attempt, but it extends far beyond that,” Tinti explained. “There’s a large contingency of police officers and military personnel, that have come together in an effort to try to make sure that we identify any weaknesses, use the strengths of this exercise to develop the relationships that we have,” he observed.
“This is a joint chemical biological response exercise, and the civilian responders are in the lead,” remarked Steven Fukino, deputy director of domestic operations response for NY military forces. “We’re here to understand each other’s techniques and practices, to rescue folks in a contaminated environment.”
Several lessons were learned during the drill. “This the first time we’ve actually set all the equipment up for decontamination in a suburban environment” Fukino disclosed, “to block off cities.” He warned, “the street becomes very narrow, there’s a lot of folks that walk into the area — so it takes a lot more folks to keep it cordoned off.”
The Ulster County Executive’s Office, Ulster County Sheriff’s Department, the Ulster County Office of Emergency Management and Communication, the Ulster County Health Department, the Kingston Fire Department, the Kingston Police Department, Mobile Life, the New York State Police and the New York City Department of Environmental Protection participated.
Military units involved include the New York National Guard’s 24th Civil Support Team, and CERFP — which stands for CBRN (Chemical, Biological, Radiological, and Nuclear) Enhanced Response Force Package. Command and control was provided by the Kingston-based 104th Military Police Battalion.
The extraction team was the 1156th Engineer Company. The decontamination team comes from members of the 222nd Chemical Company, along with members of the New York Guard’s 88th Brigade. The medical treatment team is made up of Air National Guard members from the medical squadrons of New York’s five air wings.
“The City of Kingston appreciates this unique opportunity for our City Fire and Police personnel to interact with the New York National Guard on the streets of our City.” said Kingston Mayor James Sottile in a press release. “This training prepares all of our first responders for events that we pray never happen but events that we must prepare for.”
