U.S. District Judge James Robart, pointedly reacting to the Seattle police union’s rejection of a tentative contract, said Monday he would not let the powerful labor group hold the city “hostage” by linking wages to constitutional policing.
“To hide behind a collective- bargaining agreement is not going to work,” Robart said during a dramatic court hearing he opened by laying out a path for police-accountability reform and closed with an emotional declaration that “black lives matter.”

After a second night of violent unrest in Milwaukee, one during which 11 law enforcement officers were injured and a man suffered a life-threatening gunshot injury, officials announced Monday that Sherman Park would be closed at night and that teens throughout the city would be subjected to a strict 10 p.m. curfew, one hour earlier than usual, reports the Milwaukee Journal-Sentinel.
In announcing the curfew, Mayor Tom Barrett said: “We’ve got a lot of young people involved.
“I want every parent, every guardian to know that that there is a curfew that will be more strictly enforced tonight for teenagers.”

#Turkey army #group announces takeover on TV
An army group in Turkey says it has taken over the country, with soldiers at strategic points in Istanbul and jets flying low in the capital, Ankara.
A statement read on TV said a “peace council” now ran the country and there was a curfew and martial law. There wou ld also be new constitution.
It is unclear who the army group is. There are reports some senior army officials have been detained.
CNN Turk says President Recep Tayyip Erdogan is “safe”.
It did not elaborate.
PM Binali Yildirim had earlier denounced an “illegal action” by a military “group”, stressing it was not a coup. He said that the government remained in charge.
NTV television read a statement it said was from the general staff of the army saying: “The power in the country has been seized in its entirety.”
A Turkish presidential source told Reuters news agency that the statement was not authorised by the army’s military command.
There are reports Turkey’s top general, General Hulusi Akar, is among those taken hostage at the military HQ.
Mr Yildirim told NTV by telephone: “We are working on the possibility of an attempt. We will not allow this attempt.
“Those who are in this illegal act will pay the highest price,” he added, saying it would not be correct to describe the move as a “coup”.
He said: “There was an illegal act by a group within the military that was acting out of the chain of military command. Our people should know that we will not allow any activity that would harm democracy.”
Traffic has been stopped from crossing both the Bosphorus and Fatih Sultan Mehmet bridges in Istanbul.
There are reports of gunshots in the capital Ankara. Other reports said soldiers were inside buildings of the Turkish state broadcaster in Ankara.
Gunfire was also heard outside Istanbul police HQ and tanks are said to be stationed outside Istanbul airport. All flights are cancelled, reports say.
Visiting Moscow, US Secretary of State John Kerry said he hoped for peace and “continuity” in Turkey.
